Study: Towards a decarbonised and competitive Europe

With its Competitiveness Compass and the Clean Industrial Deal, the European Union (EU) has started to shape its new indusrial policy.
These initiatives are inspired by Mario Draghi’s proposal for a joint decarbonisation and competitiveness plan to capitalise on the decarbonisation push. Given the heterogeneous production structure and capabilities of EU member states, such a plan presents different challenges and opportunities for different countries.
It would require huge investments and profound structural change for the countries still dependent on fossil fuels and carbon-intensive industries.
For the countries that produce clean technologies, the plan will enhance their incentives and abilities to further expand innovation and production. Implementing such a joint plan accross the EU therefore needs clear priorities and a considerable coordination effort in order to balance the different dynanimcs and making the plan work as intended.
