Powering AI: how Europe can align its AI data centre buildout with energy realities

Europe is racing to build the computing capacity needed for artificial intelligence. But the new AI clusters behind this ambition could place major new demands on electricity grids and create difficult choices for Europe’s energy and technology policies. Unlike conventional data centres, AI clusters need large and reliable volumes of electricity and are often planned close to already constrained grid areas. This policy brief examines three risks: investment in capacity that may not be used; missed opportunities to shift flexible AI workloads to times when power is abundant; and planning rules that fail to reflect local limits on grids, land and clean electricity. It argues that AI clusters should be treated as a distinct form of industrial electricity demand. It sets out policy recommendations for EU policymakers to link support and faster permitting to transparency and flexibility, and to match decisions on where to build AI capacity with grid upgrades and new clean power generation.
