Data Policy For a Comprehensive Circular Economy

What Governance Framework do we need at the European Level & Beyond?

The transition to a comprehensive circular economy is deeply intertwined with the effective management of data. The introduction of a Digital Product Passport (DPP), as mandated by the EU's Ecodesign for Sustainable Products Regulation (ESPR), marks a significant milestone in this shift. The challenge ahead is to establish a data governance framework that not only supports the DPP but also promotes comprehensive and functional circular markets. In order to do so, the EU must establish effective rules for data collection, sharing, and usage and make sure that these rules are applicable across regions, industries, and actors.

The following questions will be at the center of our discussion: How can we develop a data governance model for the DPP that supports fair and functional circular markets? How can we ensure the effectiveness of the DPP along international supply chains? How can the DPP better engage consumers in transitioning towards a resource-efficient economy?
